22nd Session of the 10th People's Council: Key Resolutions on Organizational and Structural Streamlining
On February 20, the People’s Council of Da Nang convened its 22nd session (special session) of the 10th term (2021-2026) to discuss and pass key resolutions on administrative restructuring and organizational streamlining.
Approval of Key Resolutions
During the session, the People’s Council deliberated and voted on 23 resolutions, along with other critical matters, achieving a high consensus rate.
Among these, the Council approved adjustments to two key socio-economic development targets outlined in Resolution No. 80/NQ-HĐND dated December 13, 2024, regarding the 2025 socio-economic development plan.
Adjustment to Target No. (2), Section 2.1, Clause 2, Article 1: “The estimated growth rate for the service sector is 10-11%; industry and construction at 8.5-9%; agriculture, forestry, and fisheries at 3-3.5%. The share of manufacturing and processing industries in GRDP is expected to reach approximately 12%”.
Adjustment to Target No. (5), Section 2.1, Clause 2, Article 1: “Total state budget revenue in 2025 is targeted to exceed VND 30,000 billion, with at least VND 4,500 billion generated from land-related revenues and import-export revenue surpassing the central government’s assigned estimates by at least 10%”.
Notably, the session also approved a resolution to waive entrance fees for visitors to Ngu Hanh Son (Marble Mountains) and three museums (Da Nang Museum of Fine Arts, Cham Sculpture Museum, and Da Nang Museum) on major public holidays in 2025.
Establishment of Five New Departments & Key Leadership Appointments
The People’s Council also voted to approve the merger and establishment of five new departments.
Department of Finance: Merging the Department of Planning and Investment and the Department of Finance; Department of Construction: Merging the Department of Transport and the Department of Construction; Department of Home Affairs: Merging the Department of Labor, War Invalids, and Social Affairs with the Department of Home Affairs; Department of Agriculture and Environment: Merging the Department of Natural Resources and Environment with the Department of Agriculture and Rural Development; Department of Science and Technology: Merging the Department of Information and Communications with the Department of Science and Technology.
The Council decided to retain nine existing departments, including: Department of Health, Department of Education & Training, Department of Justice, Department of Industry & Trade, Department of Tourism, Department of Culture & Sports, Department of Foreign Affairs, City Inspectorate, and the Office of the People's Committee.
This reorganization has reduced the total number of specialized agencies under Da Nang’s People's Committee from 19 to 14.
Additionally, the session elected and appointed new leadership positions. Mr. Doan Ngoc Hung Anh, a Standing Committee member of the Da Nang Party Committee, was elected Vice Chairman of the 10th People's Council (2021-2026 term) with unanimous approval (49/49 votes).
New members of the People's Committee (2021-2026 term): Mr. Nguyen Huu Loi – Director of Department of Home Affairs; Mr. Nguyen Ha Nam – Director of Department of Construction; Mr. Pham Nam Son – Director of Department of Agriculture and Environment; Ms. Tran Thi Thanh Tam – Director of Department of Finance; Mr. Le Tu Gia Thanh – Chief of the Office of the People's Committee; Mr. Le Duc Vien – Director of Department of Science and Technology.
At the same time, the Council approved the dismissal of six former department heads, who previously led the now-merged agencies: Mr. Nguyen Dang Hoang – Former Director of Department of Labor, War Invalids, and Social Affairs; Mr. Nguyen Dang Huy – Former Director of Department of Agriculture and Rural Development; Mr. Phung Phu Phong – Former Director of Department of Construction; Mr. Nguyen Van Phung – Former Director of Department of Finance; Mr. Bui Hong Trung – Former Director of Department of Transport; Mr. Nguyen Quang Thanh – Former Director of Department of Information and Communications.
